Mark Whiteley recently served as a contributing author to, Framework Conditions for Foreign and Domestic Private Investment in California’s Infrastructure: Seizing the P3 Opportunity—a white paper published by the Bay Area Council Economic Institute, a public-private partnership of business, labor, government and higher education that supports the economic vitality and competitiveness of California and the Bay Area.
Commissioned by the California Business, Transportation and Housing Agency, the paper considers what steps should be taken by the State to create a sustainable marketplace for public private partnerships and undertake major social infrastructure projects by attracting significant private domestic and international capital investment.
Whiteley, S&T Practice Leader for the firm, has been involved in the P3 arena since 1994, and has led numerous healthcare and academic PFI (Private Finance Initiative) projects in the UK.
